why "Sorry, the item cannot be shipped to the address. Please change the address or remove the item"

can anyone let us know the reason why item cannot be shipped even though address is correct ?

Fedex and Bluedart do not ship items to address where any kind of forms are required for example West Bengal.

But, in my case even though i have given Banglore address (Jayanagara 4th block) it is showing the same thing.

Then seller might be in West Bengal.

Or in some such 'secular' state.
