whats the use of eBaY guarantee ???

Iam an eBaY member since 01 jun 2012 and since then i have made a lot of purchases through eBaY 

 This is the first time iam facing such a FRAUD issue. 

I purchased an item from ebay (details are provided ) on 27-11-2013

The seller shipped the item  by DTDC ( D15288361 )  on 27-11-2013

I received the parcel on 03-12-2013 and when i opened it i found an old "CPU fan" instead of "iPhone 5s" and on the same day i registered a claim on eBay (id: 349435)

i have called many times on eBay customer care & Claims dept regarding this, but everything i was said that investigation is going on and on 19 dec 2013, i got a message from ebay saying that my claim has been rejected.

so i called ebay claim dept.

But all are saying that the seller had provided documents that he shipped a mobile..

But I have got something else... 

As far as i know seller must have provided only the delivery report .

iam admitting that i got the courier but inside it there was no mobile......

Does the sellers responsibility ends buy just shipping the product ???

If Buyer is getting something else then eBay has no responsibility to refund Buyer ??

then whats the use of eBaY guarantee ???
