If you've paid via paisapay, ebay should refund the money within 7 days if the item is not shipped.
What response did you get from ebay? Contact the seller and enquire about the delay too.
File a claim with ebay and ask for refund of your money.

I have several successful transactions through Ebay.in. I believe that customers need to do some research on the seller and the product before concluding the deal. One thing we all seem to ignore is that there is entry and sales tax issues for each state and this creates delivery problem. India is a new entrant to E-Commerce and the laws are not yet ready to support the PIN based logistics and we do not have absolute transparency to seller and products like the west. Cyber laws are transforming as a protection agency. Most people I have seen have one or two sour deals and it's risk one takes when buyer selects products on the net. Lots of manipulations can be done to images and videos to make fakes look genuine. I myself have a sour deal with a seller and am waiting for resolution. I have checked and found CS have verified the claim within due time but is eons and still I am waiting.
From the points raised by different buyers in all the threads, that Ebay response is slow. Ebay can reduce response time and limit the resolution time **bleep** and adhere to it. The risks are there but if Ebay.in means business in Indian Ecom site, then they have to be fair to buyer also to maintain reputation of the platform or go kaput. Only foreign reputation tag may not help Ebay.in.
