singh_electricals is cheating me

I found a song ericsson phone for a very cheap price from one "singh_electricals" of Chandigarh listed on ebay on 08th Nov and did a "buy" of the same. The seller contacted me over phone and asked me to do a bank to bank transfer of the money as he is not accepting credit card or paypal.
I did a bank to bank transfer of the money (Rs 15150/-) the next day. His account is in IndusInd Bank, chandigarh. Until that time, the seller was very much in contact with me. He responds to my email, chats with me in Yahoo chat etc.,
AFter he got the money, he said that he will ship the product in 3 day courier and will give me a tracking number. AFter this event he has totally disappeared. I am sending him emails, SMSes daily but he never responds. He is not seen in yahoo chat at all.
I have filed a dispute with ebay in this regard?
Does anyone know about this seller in chandigarh or had prior experience?
Also, I came to know that the maximum money I can get from ebay is 9500/- Rs only but I have paid 15150/- to the seller. What will happen to the rest of my money?

Since you did a bank to bank transfer & it can be documented, it qualifies for the eBay Standard Protection Program for some coverage.

BUT YOU CAN JUST CLAIM A MAX OF 10,000 RS FROM EBAY AND EBAY WILL OFFER YOU JUST 9950,DEDUCTING 50/- AS THEIR SERVICE CHARGE.

I URGE ALL BUYERS TO DEAL VERY CAREFULLY WITH NEW SELLERS WHO DO NOT HAVE A GOOD PAST RECORD.
