power seller criteria

As per the terms of ebay a power seller should have a positve rating of 98% and that will be calculated on the basis of past month rating.But in a number of cases I found aberration.I am giving an example here, seller blowout.dealz2 got 393 positive,11 neutral and 19 negative rating in past month.Their overall rating(1 year) is 97.2%.Still they have a powerseller mark beside their name.If anybody has any idea about power seller criteria please write.

The Power Seller percentage calculated is different than the one which shows in the Member's Profile.
