I will be very sad hearing you story but do not blaim ebay for this.
eBay is a platform to buy/sell product or service. The problem is with the seller. Seller is at fault if he have received the amount and did not sent the goods specified in the product description with in time.
What you can do is communicate with the seller and If you did not hear any response from him, you can send a final notice to him to fight in the court whether you really want or not since it is his fault. Even though, If he does not reply, you can take action against him in the court by sending a summon to him.
You can also file a complaint about the seller in Buyer Protection forum.
And about the money which has been charged in your credit card statement can be recovered by you, if you make a claim to your credit card company that the product is not delivered to you and ask them about "CHARGE BACK". they have to have deposit the amount in your account if you are not at fault. And the amount will be charged from seller account by your issuing bank.
