eBay resolution does not really strive to resolve issues

I recently purchased the following item from user 'gsmprince'

Silver Colour T-POP LAPTOP TABLE COOLER FAN STAND
Item Id: 190468312999

Since the item sent to me was a used and slightly damaged item I approached eBay resolution center to resolve it . After more that a month's wait period I got a reply one fine day asking me to return the item to the seller within 2 days. Unfortunately since the item was not in my possession at that point in time , I was not able to ship it back. I did mention this fact to the resolver (Sameera S) about my situation .. Immediately after , 2 days I get another mail saying that my claim for refund has been Rejected

Now as a buyer I am left totally unhappy about the dealing .Firstly since the seller had sold me second hand used & damaged goods ( And the user is absconding i.e His status says that he is No longer a registered user ) .. ) . Secondly the manner in which the case was closed so abruptly . Ebay should have mediated between

Ebay should have tried to resolve it in the most feasible manner instead of just saying "Rejected" and case closed. Because to me the case is not yet resolved in any amicable way ..and the seller is not longer on the scene and is not responding to my emails.

If this is the manner in which cases are resolved on eBay one would be very apprehensive about buying high value items on eBay..

The same situation happened with me as well. I was out of town on holidays and when i got back after 4 days, i found ebay has closed the case, as the disputed item was not shipped in 48 hours?
How screwed up is this situation?
Ebay Takes 18 days to give a resolution and except user to respond back in 2 days ?!

And finally this purchase on has caused me a loss of 1500 ( don't remember the exact amount) .The laptop stand broke a few weeks back . Just show's how ineffective ebay was in resolving issues .
