eBay cheated me more than the swindler seller

I bought a coin from peter-the-first on January 4th 2007 and I paid 30 USD for insured expedition. The Seller didn't send me the coin and I filled a petition to ebay for Item not receive. But from this moment another swindle begins. Ebay Inc sent me a check after more than a month from the issuance, claiming their internal procedures. In fact they prepare a fraud because after more than a month they could stop the payment, and they really did this without any notice to me. So I paid another 40 USD banking fees for find out that ebay stoped the payment. They refused to iinform me when I asked them who asked them to stop the payment and why did' let me know for avoiding spending money for nothing. They didn't answer. I asked protection against a swindler from a bigger swindler. Be aware, this is the manner a bigest compant acts.

Dear Ctin Andrei,
Why dont you write to CS????Somethings at times seems weired.The best solution is to try to go to the roots and see what really is going on.Face it bravely and tell them loudly (but gently).After all,you are on the right side in this playing field.You paid your dear money,isnt it???

Based on the image given by you, it is clear that the case does not belong to eBay India. I am afraid, i do not have ample information about the case to comment on it further.
