courier partner return the item to the seller on the same day of dispatch-undeliverable

I want the item not refund, it is second time that I place order for same item from the same seller.

If can't delivered in my address why order was accepted twice by e-bay.

Seller accepted to dispatch through another courier, but e-bay policy doesn't allow to dispatch (as per the conversation over phone).
