Why does ebay support piracy?

I bought a DVD of an 'Original' Windows 7 on ebay and on delivery found it to be a fake - the COA had no thread, the key was an MSDN generated one and the booklet was a color photocopy!
I got in touch with ebay gaurantee, who took 3 weeks to even revert back to me!!!!!!
By this time, it seemed that I would be losing Rs.5000 for a pirated DVD worth less than Rs.50!
Finally someone called me from ebay and asked me to courier the DVD to the seller back to a different address.
I faithfully did the same & it was picked up by the seller but guess what - ebay has not still paid me for this!
This transaction happened in Feb & it has been 4 months!!!
I took this up with my credit card company who reverted back saying that I had bought the product & am liable for payment!!!
I wrote a mail to them last week on this & have still received no reply.

ebay - you guys suck!
I cannot understand why you need to resort to piracy & brickwall any customer query
Your customer service is pathetic - there is no accountability or an escalation matrix. I only can bash my head against a virtual wall while getting automated messages telling me that I am valued and should expect a revert in 48 hours! (Which planet are you from? Can't be any in the solar system).

I expect that I would receive a deafening silence from ebay - but hopefully this message may get some customer eyeballs and help warn them.
