AFAIK Ebay sends you gift vouchers when they notice that your account is lying inactive - once you use these vouchers to make purchases, the vouchers stop.
They're not giving away a free lunch, they want to give you an incentive to experience and trust the new paisapay SO once you are familiar with paisapay purchases, you no longer need this incentive.
