The shipping costs are quoted like anything. For example

Can you belive?..but still e-bay allows such people to cheat people

the item you are talking about started at Re. 1 auction. it was not a outright sale. finally it sold for rs. 370 yeah but shipping was high. be careful before you buy

i won an auction and the price was rs.178.but the courier charge was rs 480.is the price normal courier charge?

I agree to people's discomfort on high shipping charges but I believe in : LOOK BEFORE YOU LEAP! 😉
When you are buying something on any shopping-site (not only eBay) what you are paying is RETAIL PRICE + SHIPPING(S&H). Some merchants mention the S&H clearly while other do it while checkout.
The big question is, why do we pay high S&H? ?:|
Well, the answer is simple - because you pay low retail-price! :^O
If someone wins a diamond-ring at Rs.50 and ends-up paying Rs.1500 for it, it is acceptable since you already know how much you'd be paying and that, a Diamond-ring doesn't cost Rs.50! If the seller does not mention the shipping-cost or charges much higher than already quoted, then you have something to complain about. ]:)
Hence, since the customers already know what they might be paying during Checkout (shows to you while confirming a bid), I do not agree that it is 'Cheating'.
