eBay should punish such cheaters not repeat to do so,..

your 100% correct there are some seller who do like this.

u can always complaint ebay about this on : inrswebhelp@ebay.com

there are 60% buyers also in ebay they dont pay money after they win item.

If a seller doesn't send the item, file an item not received dispute within 45 days.

If the seller refunds your money stating the item is out of stock, report them as a non performing seller. If they get enough reports to ebay about their non performance, they will eventually get removed but ebay won't do anything about the seller until or unless you file the correct report.
