If the buyers kept on cheated like this then i think buyers will loose trust on ebay and just bcoz of some fraud sellers..genuine sellers will also suffer in long run.
I have a suggesion to make why dont ebay collect proper details of all sellers like personal details(ration card/voter id/passport copy etc.Moreover ebay should also ask for details like VAT number etc of sellers and those sellers who provide such details should be given a trust seal of ebay and only the sales done by such sellers should be covered under buyer protection .
This will give unlimited benefits to all.Some of these are:-
(1) Fraud sellers wont be able be make fool of buyers as they can never provide such details.
(2) Items of such fraud sellers wont be covered under buyer protection that will save 1000 of buyers as they wont buy and moreover it will help ebay too.
(3) Genuine sellers will get sales.
(4) Buyers will be able to trust ebay.
Now a days any one can get himself registered on ebay...start selling hot products like mobiles,laptops for cheaper prices and then runs away with hard earned money of innocent buyers...all this is due to lack of proper verification of sellers.
if any trustseal seller will perform any fraud ..ebay can easily catch him as ebay will be having all details of these sellers.
so, i think its still not that late..better ebay sort out something like this before all genuine buyers runs away.

I m just saying that b4 any1 starts selling on ebay...ebay must verify him properly by asking for his Id proofs and if a user provides all these things then ebay shud give him a trust seal and only items sold by trust seal sellers shud be covered under buyer protection ( it will encourage buyers not to buy from fraud sellers )...
Do u think at present people only buy from powersellers?

The Idea given by devshoppe is excellent.
Trustseal sort of a thing would benefit both Buyers & Sellers.
Buyers can bid with confidence as Trustseal would reflect that the Seller is traceable and is registered with Government agencies like Sales Tax & Income Tax departments.
Sellers would benefit with higher sales as more people would prefer Trustseal for high value goods. .

I have been following this thread, and have some thoughts that can be thought upon to understand the ‘trust seal’ better.
The idea behind having a trust seal, as I understand, is to give assurance to a new user that the seller is physically available.
However, don’t you think ratings serve the same purpose? If I have received a feedback from someone, normally it would mean that I am a person who has interacted with some one and I am physically available.
Besides ratings are a great way of knowing about the quality of product and service. The same will not be possible in case of proof of identity supplied by the seller. Ratings tell the whole eBay community on how reliable a person is with whom they are choosing to trade.
As we have often seen, 90% of times users are genuine and honest. They do not need to furnish any proof to prove their honesty. Many new sellers, who start on eBay, start for testing or selling off second hand goods that are just lying around the house. If eBay asks them to furnish various proofs, will it not act as a trade barrier instead of trade facilitator?
Having said the above, I also appreciate that it is equally important to recognize users who have performed well and sell quality products supported by able customer service. For the same, we have Power Seller program in place. It serves as a trust seal to recognize users, who have 98% positive feedback, and many satisfied customers.

hi ! Yes, ur ratings also justify the same purpose , but have u listened abt frauds done by so called

Kindly chk all his fraud ids have more than 10 positive ratings which he had given to himself and all his fraud ids had 100% positive feedbacks.....so, in a way ur rating system wasnt able to help the buyers from befrauded....By saying this i doesnt mean to say that ratings dont help...these help for sure...
anyways, i dont think there is any benefit by giving an idea on this board...
