This Laptop Comes without any Driver or Windows CD/DVD, you will need to download the drivers from dell website yourself, and it's absolutely free and easy.

After Purchase buyer tried for download windows from dell website, but it's not free.

Point of Discussion:
Seller should provide Windows CD/DVD free of cost 
or 
return of product with refund.
or 
Provide new laptop of same specifications with windows 7 or 8 os installed.

you are purchasing the laptop(hardware) and not the software

Why seller has given details about free downloading of drivers or windows from dell website in his product description for selling a Dell laptop?

It is clearly mentioned that drivers or windows. so seller should provide it to buyer.
