Probably not directly.
If the seller does not ship within 7 days, paisapay will refund the amount.
However, not sure if a seller would risk a sale as much as he/she wants to sell it to you because they are risking non-positive feedback. Best thing is to be gracious about it and request the seller to arrange for another item, if possible.
Shortchanging another buyer will only yield us bad karma points, not worth it in the long run 🙂
