Help Needed!! Goods received not as described....

I am relatively new to ebay and have had a pleasant experience thus far. I recently won an auction for a Playstation 2. I subsequently paid for the item using PaisaPay on 5th June 2011. The item was delivered to me in a couple of days. On opening the box I discovered that the power cord for the device was missing. As without the power cord the device was useless I contacted the seller immediately. I haven't been able to get a satisfactory response from him.
Given this background I wanted to know if I should confirm the item receipt (the last date by which he is to have shipped is 19th June)? Or should I courier the goods back to the seller? What is the best way for me to get my money back? Experienced ebay users kindly advise...Thanks!

I have already shipped you the power cord with Professional Courier Network Limited, the tracking number was DEL100795097

The tracking shows that you have already received it on 16th june 2011 and today is 20th june and still you have not confirmed

Now you are not attending calls from ebay and just not confirming the receipt which is not satisfactory.

I hope you confirm the item receipt
