I MEAN INCASE OF A FRAUD, WHAT CAN A BUYER DO OTHER THAN MULL OVER THE ISSUE AND THE BAD EXPIRIENCE. JUST BECAUSE THE SELLER PAYS COMMISSION TO EBAY, THEY HAVE GIVEN HELL LOTTA RIGHTS AND TOOLS TO SELLER. FOR e.g. A SELLER CAN BLOCK A BIDDER, A SELLER CAN GIVE A STRIKE TO THE BUYER, EVEN IF SELLER IS AT FAULT STILL HE IS ALLOWED TO ANSWER THE NEGATIVE RATING WITH A NEGATIVE.
i HAVE OBSERVED NOW FOR THREE WEEKS, EVEN IF YOU PAY THE SELLER ON TIME AND DO EVERYTHING ACCORDING TO THE SELLER REQUIREMENTS, STILL SELLER DEMANDS A POSITIVE FEEDBACK BEFORE HE CAN GIVE YOU A FEEDBACK. I MEAN AS A SELLER U HAVE BEEN SATISFIED RIGHT?? U GOT UR MONEY ON TIME etc. THEN SHUDNT U GIVE THE BUYER A POSITIVE FEEDBACK WITHOUT DEMANDING A POSITIVE FEEDBACK FIRST?? DOSNT THE BUYER HAVE A RIGHT TO HIS OPINION? ITS ALMOST LIKE SELLER MANUPILATING A FEEDBACK. ATLEAST I HAVE HAD SUCH EXP HERE.
ALSO WHATS THE BIG DEAL BOUT THE BUYER PROTECTION PROGRAM? IT TAKES SEVERAL CLAIMS, MAILS PROOFS, HELL LOTTA COMMUNICATION AND RUNNING AROUND B4 UR PAID A PENNY. N APART FRM THT, U HAVE TO WAIT ATLEAST 30 DAYS B4 ESCALATING D CLAIM. NOW TEL ME GUYS, IF A PERSON HAS MONEY PROBLEMS AND CANT WAIT FOR 30 DAYS, WHT CAN HE DO?
SELLER WILL PROBABLY CLOSE HIS ACCOUNT AND OPEN A NEW ONE. AND START THE CHEATING GAME ALL OVER AGAIN.
LASTLY I FEEL BUYERS SHUD BE GIVEN THESE POWERFUL TOOLS, LIKE THEY CAN BLOCK A SELLER, OR INCASE THEY FEEL THE SELLER IS A FRAUD THEN NOT ALLOW HIM TO LEAVE U A NEGATIVE FEEDBACK IN TURN. EVEN GIVE THE SELLER A STRIKE FOR NOT GIVING U THE ITEM ON TIME, OR IF FAIL TO DEIVER AN ITEM. HMMM SEEMS SELLERS HERE HAVE ALL THE PRIVILEDGES AND NOT THE BUYERS.
WELL LETS SEE IF THE BUYERS GET TOGETHER, MAYB SUMTHIN CAN BE DONE BOUT THIS ISSUE. TILL THEN ADIOS AMIGOS.

I have had an appeal to ebay rejected as they say, quote,
'The condition of the item must affect its value or
usability to fall under the "significantly not as described" category'
They have no usability, nor value in their present state. Apparently that's meaningless to ebay.
I am told that the items were described properly on the web site so there is no reason that they can be claimed against.
If you buy a car from ebay there's no guarantee that you will get four wheels or and engine or a gearbox.
Telephones don't have to work nor does anything the seller has to hawk around as long as the seller doesn't tell you.
It's disgusting
A $16,000,000 million dollar fine isn't enough.

However, he sent me another set of tracking details for the second lot - which was also false. After numerous attempts to contact him, he says that he never did ship anything as he was still waiting for one item. By this time I filed dispute for 1st item. I got refunded. Now I await the other 3 items. Do you think I would get it? I also have to leave feedback for 1st item. If I leave -ve; would he also leave -ve for me. I am worried as I have been buying on e-Bay since 2005.
Can admin help here, please?

customer message: Additional Information: I do have a complain on paypal about a store named autotuning Carparts-Online from ebay and paypal decided that I am elegible for a full refund once my report about buying something and receiving another does make sense. Paypal said YEAH YOU ARE RIGHT ON YOUR COMPLAIN. Congratulations to paypal´s avaliation process. It was quick and accurate but worthless as I expected since the begining, a trully lie. Unfortunatelly this "protection program" is in this case "protecting" the criminal and not the victm because it does have a tricky mechanism that prevents against any seller penalties once that just only the victm have to pay for the sellers mistake. Please! Does it make any sense ? I had importing expenses about ###EUR that will not be refunded, and to receive my rights I will have to pay more ###EUR on shipping to send the product in perfect conditions to the seller? Paypay is saying that for receive ###EUR refund I will have to expense
more ###EUR on shipping (more than the refund value) ? It only can be a joke!
