Does Ebay promote Piracy?

Recently i bought a game GTA SAN Andreas from Ebay for INR 199.  I was amazed to see i was sent pirated CD this is crazy how can ebay promote piracy how can it even allow sellers to sell pirated softwares.

ebay promotes everything, so long they're getting some bucks for that.

you wanna sell something pirated? you can even mention that--just write 'p irated', that'll do,

ebay will call it honest selling.

and btw, thieves don't need a promoter, cheats are cheats by birth.
