PaisaPay and PayPal?

I am wanting to sell on ebay.in and see your payment method is PaisaPay. Is this the Indian version of PayPal? If yes, do I need to sign-up as well for this, or will I be able to use my PayPal account?

If I am selling at eBay.in is it enough to have PayPal or do I need to accept PaisaPay ?

I bought something from a seller using Paisapay and what they sent me isn't anything like what they showed in the auction photos. They're been a pain in the neck and won't confirm that if I send the item back they'll refund my money. They've been very evasive and slow to reply to emails. I want to file a claim with Paisapay but I don't know where to go. I tried through Paypal but it didn't show that transaction. How do I do it???
