I am selling on Ebay but have now idea who my account manager is.

How and when is account manager appointed ?

Is it compulsory to open a shop on ebay to get account manger appointed ?

If any body lists electronic items in ebay then ebay appoint an accounts manager, but it is not sure. Now a days ebay reduces there expenditure by not appointing accounts manager. I have never appointed an accounts manager from me by ebay.

It is not sure that ebay will appoint it for you.
