Buyer Blocks Not Working

Can Ebay team Please Clarify how the buyer

smithc2467 (Obviously Fraud)

was able to buy three of my products int he same day within 2hours. ??

As per my buyer block preferences :

Block buyers who:
Are currently winning or have bought 1 of my items in the last 10 days


Still the buyer was able to make no two but three purchases !!

But the issue is that the buyer of these products has not yet been suspended even after contactign the ebay customer support !! !!sAsTaITsHop!!

INTERESTING IT HAS NEVER OFFERED WITH ME,MAINTAINANCE OR SOME SERVER FAULT COULD BE THE REASON.
BUT EBAY SHOULD SUSPEND SUCH BUYERS IMMEDAITELY.
