buyers loose, seller won

i ordered product for 450 bugs, seller sent me different item then listed, which not even working, i talked with seller and seller agree with me and i sent it back for refund. the point is the resend cost me 100 bugs.

there is no mistake from buyer but whole loss for buyers.
seller has no loss, even their mistake,
some buys resend, some not,they prefer keep it then reship, even its useless.
seller won anyway

why can't ebay provide facilities to shipping cost shared by who made mistake,
or shipping, reshipping cost shared by both buys and seller?
please consider my opinion.

That is what is called eBay Guarantee program.

You should have talked to eBay helpdesk and they would have guided you how to get return shipping charges reimbursed. If we are right, buyer will be reimbursed with that amount by eBay paisapay under the protection scheme.

i've contacted ebay help desk many times, but they were not sure about how to get the reimbursement of return shipping cost while raising the claim
