Short delivery of Product by seller

I purchased 2 "Motion Sensor Lamp Holders". On opening the packet I noted that there is only 1 lamp holder. Seller says he had dispatched 2 and must have been stolen by courier company. Even it is stolen by Courier company, the company company is partner of seller and no the customer. 

Also, this seller which is a registered Pvt Ltd Company has not issued invoice for Inter-state sales thereby evading sales tax and Income tax. This invoices is required to initiate legal action against the seller

You can download from eBay portal all the purchase records. There is no need for any documents from seller to file case against the seller. Normally short shipping never happens. many sellers record by video teh contents and packing.
