Need Help - Buyer was a fraud but yet ebay charged me.

I was trying to sell a camera. A buyer bought it. Unfortunately he was a nigeria spoof. He was suspended and hence I did not log a unpaid dispute in 45days. Now ebay is charging me for the transaction. I actually have not sold anything. Now I dont sell and yet pay money. ridiculous.

Please help what I need to do. Incase you have India operations Manager/head's contact details, it will help me.

Thats the way ebay system works.
You have to file UPI within the stipulated time frame to get back the FVF credit.
