1. contacting ebay india
a. bookmark/save this link for future http://deals.ebay.in/cs/csr.html
b. always generate your code before calling so they can verify your account and know why you're calling , generate from this link http://ocsnext.ebay.in/ocs/cuhome?
c. always get Service Request Number from customer agent it will be needed if you escalate the case further.
d. after talking with supervisor if case not resolved 48 hours later you can escalate further
when contacting ebay customer care remember they are not on payrolls of ebay india they are outsourced

2. if shipping details are not confirmed by the seller by date[usually within 5-7-days of transaction] send seller a messege and contact info of seller can be taken by clicking on paisapay id
3. if no reply still quickly file a claim of refund
