Whenever I try to file the claim, it shows the error "We have encountered a problem creating your claim. Please try again later or call us on 1800 20903229"

This error is persisting since 15 days and I have called them a hundred times, they say "We are forwarding the issue. You will get a callback from us".
WHEN!??? After 30 days, I will no more be able to file the claim, and my bucks are gone! I never received a call from them. How do i get my refund?
When I called seller to get the refund, he said, "No problem sir, you can File a claim and get refund. Its that easy." I didn't tell him that I am facing this issue filing the claim. If I tell him, He may not refund me in any case, since he will be confident that I cant file a claim.
I tried filing the claim for the other product in the same order, It got successfully filed. I just don't know whats the problem with this product. By the way, It was my first purchase on eBay.
