As you must be aware, recently eBay has announced the following important changes in the feedback system:
• Neutralizing feedback left by members who don't participate in issue resolution processes
• Removing feedback from users who are indefinitely suspended within 90 days of registration
• Requiring new members to complete a tutorial before leaving neutral or negative feedback
This workshop is aimed at helping you understand the implication of the proposed changes in the feedback system going forward. Staff members from eBay International Trust and Safety team will be available to answer your questions regarding the same. We look forward towards your active interaction in the workshop.

It might be better to say that the tutorial will be for "low experience" users. Perhaps users with a feedback score of 20 or less. The tutorial goes very in depth and is tailored for users who are not very familiar with eBay.
For users that are more experienced, they still receive a warning before the negative feedback can be left. For them, we have combined all of the key points of the tutorial into a single screen that is shown after they attempt to leave feedback.
So in short, everyone receives a tutorial of some type, experienced users just have a condensed version of it.

Thanks for your suggestions, I some of them were answered in other posts, but I did want to respond to the one about mandatory feedback. we have heard that suggested as well, but it is something members don't always want to do. I would like to hear from others to see if they think this is a good idea.

IN YOUR PROPOSED NEW POLICY THE BUYER WILL HAVE TO UNDERGO A TUTORIAL FOR FEED BACK. THE BUYER IS KING AND SELDOM HE WILL LIKE TO ACCEPT SUCH PRE-CONDITIONS.
THE SUSPENDED BUYERS RATINGS IF POSITIVE CAN NOT BE OR SHOULD NOT BE REMOVED HOWEVER THE REVERSE IS ACCEPTABLE.

Its buyers world & we can not make him/her compulsory to seat on net & post a feed back. Feedback should always depend upon buyers satisfaction & wish

Thanks for your feedback on removing positives. Regarding your first comment, the tutorial is only required when the new user is about the leave a negative or neutral. It's not very long but we think it is important to help the member realize how to work out the problem before resorting to negative feedback. Many members have said that they would have hapily responded to the user if they had known of the problem before the negative feedback was left.
