how to add buyer in exemption list

my buyer has UK id and he want to purchase from ebay india, customer care of EBAY UK has suggested him to tell the seller to add him {buyer}in exemption list so that he can buy from ebay india.but where is buyer exemption list and how to do it???

go to below link :

and copy buyer user ID and click on add buyer to exemption list and paste it and save it. 

then ask buyer to purchase your item.
