Do I need IEC for selling Services and Digital Contents to foreign buyers?

I'm from India. I read on ebay.in help:

"All sellers selling and shipping goods outside India should have an IEC code."

Is it only for goods?

eBay uses a common listing method and interface for both goods and services.

Do I need Import/Export License or IEC to sell my services (e.g: web hosting service, web development service, logo designing service, etc., ...) and Digital Contents (Animated Gifs, Designed/Customizable Logos/Graphics, PDFs/eBooks, mp3s/MIDI sounds/songs, Video Clips, Scanned Pictures, Photo Collections, ...) to sell to foreign customers?

IEC - IMPORT EXPORT CODE is essential if you import or export anything from India.

eBay wont ask for your IEC but Customs will surely ask. But becuase you are not selling any physical item through customs so you might not need one right away but my advice.. spend that 250/- and get a individual IEC for yourself...
