Here are my suggestions/views on this:
-All eligible sellers should join the jury and do regular voting. Thus making it a better place for sellers too.
-Buyers response time should reduced from 10 days to 5 days.
-Incase a case is not receiving response, reminders should be sent to Jury members for voting.
-Inactive Jury members should be suspended.
-When less Jury members are active, invitations should be sent to prospect members attracting them instead of waiting for them to apply.
-I agree all eBay policies allow only buyers to act at their will. If buyer is knowledgable they can tear a seller like anything despite the seller being good. eBay should consider giving something to sellers otherwise the show wont run for long. Homeshop18 is agressively advertising and other petty online stores are coming up. So tough competition for eBay all around. Its time they think to do something to buyers. I heard in International news about eBay planning FAV discounts to regular sellers. They should think about their policy revisions too.
-A seller who files a Community Court dispute, should give complete history & true positions of a case
-Buyers should be advised that once the item is shipped, they also have a responsibility to track it and report anomalies to sellers.
