Why amount deduct twice when claim raised and claim approver?

This happen with me always other sellers also check that

ebay.in deduct amount of any claim twice from sellers account

once claim is raised and again when clame approve

if will send its proof or image they cone remove them

if buyer opens a claim then seller get dedcuted amount (i.e origianal remittance - claim fine ) ?

since some days ebay has deducting the claim amount as well as same amount from sellers account,  i dont know why they doing like this.  when i asked ebay about this, they told some times in seller account they dont have enough money,  so they deducting the amount from seller account,   due to this we are not able to understand wheahter we receiving that amount or not.  One customer bought one product,  he claim that he not received the product, then i contacted with courier people due to non available address they not find and at last they handover the product,  and customer has confirmed that he received the product.  but in this case also they deducted amount, i told that cusotmer has confirmed that product received,  the ebay people told the system is made like that,  i can received the deduct amount in next payout ..terrible
