What should seller do when buyer is suspended on eBay?

This question was asked by one of my buyer and I was not sure about it, hence I would like to ask this question here on the forum.
Let us consider that a buyer purchases item from the seller. eBay restricts the buyer or suspends the buyer for violation of ebay's policy i.e. the buyer is no longer registered on eBay. Now, the buyer's payment is cleared and the buyer has made the payment through PaisaPay.

# What will happen now?
# Whether the seller will ship the item or buyer will get a refund?
# If the seller ships the item and enters shipping details on eBay whether the buyer will be allowed to confirm receipt on eBay?
# Since the buyer is suspended, he can not confirm the item receipt on ebay then will the Seller be paid or not?

I think the answers to above questions will help buyers as well as sellers both.

If you get the payment confirmation from PaisaPay then you need not look at the buyer's status. Straight away ship the item and you will recieve the payment after the prescribed timeline.

If the buyer claims that he hasn't recieved the package then you may show the POD to PaisaPay.

One or two of my buyers got suspended after clearance of payment from paisapay and I sent them item.I would not face any problem.

One more question that strike my mind now. When the item is shipped by the buyer, then what will happen to the feedback ? Will the buyer allowed to leave a feedback when he receives the item? Remember that the buyer is no longer registered on eBay.
