Sales are down because of these reasons

1. eBay payment gateway has problems since January
2. eBay payment gateway is not functioning good since they have moved to Bill Desk.
3. eBay gift coupons are not working
4. eBay gift vouchures are not working

All these problems are not addressing by eBay but as I'm seller and buyer on eBay I've faced these problems. If eBay don't fix these issues, sellers and buyers will look around for other shopping sites.

I must inform every one, about BILL DESK, although widely used by most of the brands for accepting payments online and have most of the payment options available. But the technology backbone of BILL DESK is worst. not sure, why eBay doesn't get a direct PG instead of going with 3rd party PG. BILL Desk and HDFC have most horrible technology for PG's.
