PAYPAL LIMITED ACCOUNT ACCESS!

Hello,
PayPal is constantly working towards security of member accounts, so it is not too far when you may receive a mail stating "YOUR ACCOUNT ACCESS IS LIMITED".
However, unlike PaisaPay Outbound suspension, PayPal Limited Access is far less restricting. But first something about how to restore full account access.

When you receive the PayPal Limited Account Access email, you shall be asked to fax some document(s) to their international fax number. For example, you may be asked to fax an ID proof (Govt. ID, election ID, or some other). Once you fax this (DON'T FORGET TO FAX THE COVERSHEET WITH THE BARCODE AS WELL!!), you may be asked to fax more documentation (address proof plus ID proof again). Don't waste any time and go ahead faxing the same.
A PayPal representative should reply to your fax within 3 days, but it my take longer; HAVE TO BE PATIENT.

I have had my PayPal account restored within 24 hours of faxing documentation once!

NOW REGARDING THE THINGS YOU CAN DO EVEN WHEN YOUR PAYPAL ACCOUNT HAS LIMITED-ACCESS:

Click on the 'Details' link alongside a transation and at the bottom of the page that appears, you'll see an option 'Refund payment'. You can use this to refund the payment (upto 60 days from transation DATE) and maybe ask the sender to send the funds some other way (Wire transfer, etc) in case you need money urgently.
