Insertion Fee free promise is true or false?

Ebay team sent an promotional listing offer that insertion fee will be waived of for 15days for life style categories.. But when I listed products in their mentioned categories I have been charged the insertion fee.

If they can not keep their promise why should they declare it?

well, i don't know they work on it---but thats how these promos do. now you see 'fee re 1', later when your bill will be made you'll see  'promo---(- re 1)..thats it. so, whatever you see you'rebeing charged, you won't pay for it in the end.
