How to Increase selling limits?

When i try to list certain items,it is giving message about selling limits and i can not list my item. how can I overcome this issue?

eBay gives a certain amount of limit to new sellers.
when they reach the limit they are unable to list any new items.
pls. pay your outstanding amount to eBay and you would be able to list again..
as time passes and your time period on eBay and items selling on eBay increases eBay will automatically increase your credit limit.
but for now, clear your dues to eBay and start listing.
