hi .. what browser do you use ??
how about trying to sell from some other's listing
rather than hit the sell button
. Take any completed listing
and you'll get an option sell something like this.
Try it and see if similar problem persists

try removing buyer pickup & pay from the payment....coz ebay recently removed other payment options other than paisapay.

Flat Rate Courier -Deliver anywhere in india
Local Courier -Deliver within seller city
National courier -Deliver outside..........

These Options are missing on Create your listing

Turbo Listing software also showing same error

Create a new shipping policy

Lets say -  "Free shipping"

Slect Flat cost to buyers

Tick on Free shipping

save and close

Select Free shipping option instead of Local pickup

It will resolves the problem of all.
