You've to keep mailing to the buyer, send payment reminders, but don't be intrusive. You can send one mail / payment reminder a week! Or you can call him/her if you've got his/her phone number, if it's worth the price of your item.
Relisting your item now may not be a good idea, because some buyers take time to pay. I've waited as far as one month to get paid, though it was very annoying and sometimes made me wonder about the genuineness of the buyer.
Unfortunately, you can file the UnPaid Item process (UPI) only 45 days after the sale. You have to wait for one and a half months before filing a UPI so that amount you paid for eBay for the item is credited.

A buyer placed an order with me for a book a couple of weeks back. He chose wrong shipping charges and forgot to add the outstation cheque charges, though both were mentioned clearly on the order page. I got no response from him, but got spam, him being the referrer. Meanwhile another seller gave him a negative rating saying he's not responding to e-mails after ordering. Same story here. Now I've to wait for one and a half months before I file a UPI and rate him negative.
