Buyer Not responding after paying through Paisa pay

I have sold and mobile Phone to one buyer
The Buyer has paid through paisa pay
Now I need to ship the item before shipping I just wanted to confirm his address and the person so I called the buyer through his contact number given to Ebay..But he never picks up his phone he is ignoring all my calls. I have sent mail emails through Ebay and he never responds
He never responds. I also written to Ebay support

Please advice me i do not want to ship the item to the wrong person.I have some suspect on this buyer

I cannot raise a case for cancellation the transcation becasue when i raise it says you cannot raise as the item is been paid

So what I need to do How to act on this issue.The buyer never picks up his phone and not even a single responnse from the buyer through Email

I need to smoothly get out of this issue without Final Value price
Help me out guys

HI,

Do no ship the Item in time limits,

the buyer paid thr paisaypay, so u should ship the item before 7 days, for this transaction,

If u didn't enter the shipping details with in 7 days, the refund has benn intiated automatically to the Buyer
