I have tried to make an offer on an item, and when I try to review the offer, I get this:

In 22 years at ebay, I have never seen this before. I CHECKED SEVERAL OTHER ITEMS, to make offers, and they seem unaffected - tired of jumping through hoops. Is this legit?

This comes up after I review my offer. Just trying to find out if this is legit. I have made many  offers and have never seen this,
