Account restriction due to nagetive rating

I am unable to add new listing due to nagetive rating kindly advise me how remove nageti feedback or I have to creat new account

We are sorry to know that the negative feedback received is causing issues while listing item. 

If you feel that the Neutral/Negative Feedback Score received is unfair, you can either:

• Send a feedback revision request to your buyer to revise their feedback. However, make sure that you have communicated with the buyer and resolved their concerns first; or
• If you have evidence to prove that the feedback is unfair, you can appeal to eBay to have it removed. Keep in mind that an appeal for removal of a Neutral/Negative Feedback Score needs to be done within 90 days from the date the buyer has left you the feedback.

I have sent the parcel and he received but he is not accepting but I have India post receipt for evidence kindly I would like to request change ebay policy for negative feedback and remove all restriction as soon as possible to continue selling at ebay.
