what if the seller doesn't pick up ebay calls for eternity, during a refund process?

Raised a case 30 days ago, I have shipped back the faulty product 12 days ago and the claim team calls me every two days and asks me to wait for two more days, only to say that the seller hasn't picked up their call to cofirm if the product has been received by him or not.

 

Say, in a case if the seller doesn't pick up calls from Ebay team anytime, when and how should this process end and when should I get the refund?
