paisapay method sucks big time

i bought a cellphone online n i tried to pay thru mastercard from citibank to the seller i completed everything it asked me to do but still it says ''paisapay transaction was unsuccessful plz try another payment method''can sumone plz help me out how shud i pay thru my mastercard?as i ve bid for the item n seller is now on my back
