paisapay id 1395269

I ordered an original new battery for samsung galaxy ace on 23rd Oct and received a used old or duplicate battery on 31st Oct. I tried several times to contact seller but their no was always not reachable or switched-off. So i raised a claim in paisapay with claim id as 1395269 to provide me the product i ordered or refund my amount.
After that also i have contacted ebay several times on phone as well as on email but till date they haven't responded me and now when i checked my claim status now i came to know that my claim has been rejected.

This is an example of very shameful and unethical behaviour towards the customer from ebay.

Please respnd if you can suggest or do something.
