Why You are not refunding my money Paisapay id 45118905281

I have purchased an item from ebay on 15-04-2017 after few days i got notification the seller has not shipped the item by the shipping deadline of 19-04-2017 PaisaPay has initiated a cancellation for this transaction and The refund will be processed within 3 days from the date of initiation that is 23-04-2017.

i have called to customer care many times everytime they tell me to wait 48hrs, 72hrs i have kept my patience. After all of this on 28-04-2017 i have got email Your Refund request is on hold.

Could you tell me what is the fun behind it why are you not giving my money back that means a consumer can not trust ebay to shop anything today is 08-05-2017 can you tell me how much patience i have to show what scenario i have to follow

just let me know how many more days i have to wait or i have to file a case in consumer court. That kind of services you provide to consumer.

Please refund my amount.
