PaisaPay refund question, will i get one?

Since sending PaisaPay payment, the seller has become "user is no longer registered with Ebay", several negative feedbacks have been placed during this time regarding similar situation; Seller has not sent item and no reply to emails.

Seller had previously had 100% feedback from a couple dozen buyers over past year, until just when I bought their item. My item is now also somehow non-existant, so i cannot leave feedback, but perhaps with them gone it doesn't matter. It was a schoolbook, so its not like they had a wide audience to pull an elaborate scam on.

cares4books is the user, FWIW. I'm not familiar with ebay enough to know how well they would respond to such a blatant scam. Does anyone have any idea how likely a refund would be?
