unregistered seller

can anyone tell me what happens if you pay and then after a few hours you get a note saying that the seller is no longer a registered user?
I also want to know if i have paid by credit card and the payment after 3-4 days is rejected by Paisa pay will the card be charged or not because the CC company says they have releaded the payment.
