You are quite right because after paying money one wants to know the status of the delivery.
If the seller doesn't responds well in time you have to do something.
Since you are new to ebay your only fault was that you inquired with the Seller by placing the NEGATIVE on 15th January.
This is not the correct way as you should have emailed the seller stating that "its too lately, kindly deliver it fast".
The SELLER is wrong on his part as he delayed the delivery and didn't informed you.
He responed back with a NEGATIVE on 25th january.
NOW THE BEST IS IF YOU HAVE RECEIVED THE PRODUCT IN GOOD CONDITION THEN YOU CAN WRITE TO THE SELLER FOR MUTUAL WITHDRAWAL OF FEEDBACK. HE WOULD HAPPILY DO IT.
IF YOU ARE NOT HAPPY WITH THE PRODUCT THEN ALSO GET IN TOUCH WITH THE SELLER TO SOLVE IT MUTUALLY AND AFTER THAT YOU BOTH CAN DO MUTAUL WITHDRAWAL OF FEEDBACK.
