I have lost 23k Rupees

Now a days I think online shopping is getting really risky specially at ebay.in. I recently ordered a Product for about 23k rs. I got the product after a long time but It was defected so I send it back to the seller for repairs. And as soon as I send it , after 2 days the seller cut out his name from ebay and even his cell phone is not working now. WHAT TO DO ??. Can consumer court of india help me in this ?
